No, those are just accent lighting on the board. I have similar ones on my Gigabyte B450 board, except there orange. Somtimes they're RGB and can be controlled by software or disabled completely in the BIOS. 

yes, plugs into either JUSB1 or JUSB2. There are similar connectors on the board for Audio but they're pinned differently. If it fits, its in the right socket.

unfortunately you did not provide me the model of the board, so please do. but it looks like your board has Fancy glowing lights. its normal. mine has them too. Motherboards dont glow red because of an error. They beep.

USB is USB, the internal headers are all the same.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B
