AMD ryzen 3600 would be a better choice than the 9400f. If you do opt amd get a 3200/3600mhz ram kit 

They're basically the same with the exception that the 9400f doesn't have integrated graphics, which you won't need if you use a dedicated graphics card. Get what's cheaper. For the ram i'd get 2666 mhz, it's not much more than 2400 anyways

if I buy 3000Μhz ram will there be a problem?

well i wouldn't recommend the i5 9400f since the Ryzen 5 2600 has double the threads for much less and performs the same, but the i5 9400f by itself isn't terrible value either if you already have the motherboard. Don't worry that i5 can keep up with gpus more powerful than a 1660 ti so i don't think you'd have any problems

Well no, if it costs you less go for it, but i don't think you'd notice many gains (going intel i mean, with amd it's another story)

I'd there a particular reason you aren't getting a Ryzen CPU? A 3600 is better than both of them for less money.
