Very much so.

but please do take manufacturer specs with a massive grain of salt. Especially the response time as they are very very misleading.

The speced time is a cherry picked figure, the fastest transition and when overdrive is maxed usualy resulting in massive overshoot (causing inverse ghosting).

As such you could grab 10 monitors with the same speced response time, even form the same manufacturer , and they would all have different amounts of blur/ghosting

The best thing to do is find competent reviewers like rtings.com and tftcentral.co.uk

They have thorough reviews with good methodologies, though do note they are slightly different and as such the results will differ.

Couldnt tell u without seeing a proper review of the monitor. Those 2 specs on their own mean little.

However generally speaking if even the manufacturer spec the response time at 4ms, chance are its not got particularly fast pixel response.

What makes a monitor good depends on its usage, For pure competitive gaming, no that monitor is not good, for casual gaming any monitor will do really, for professional color work pixel response and frequency mean very little, so i cant answer for that, same goes for media consumption.
