Problems with my 2080 super

So i just got my 2080 super

It only clocks up to 300mhz. Its not overheating or crashing. I tried ddu and installing new drivers. I tried to put a oc and 100 fan speed on it. I tried to stress it with furmark. The clocks didnt even flinch. The card is an evga 2080 super black gaming 

 

Specs:

8700k 

Strix z370-f 

2x8 tridentz rgb

600w purepower 10 

 

Any ideas what might be wrong or is my card broken?
