ESD Straps

So, I have in to the fear of being that 0.1% that fried his graphics card before even building the system and have decided an ESD strap is a good investment, however Living in Egypt, the power outlets don't have an earth connection, so I'm left a little confused where I should attach it to... 

 

Also, if there's a specific type of flooring I should avoid ? Ceramic? Synthetic?

I wouldn't worry too much. Modern GPUs have defence against ESD. I put my graphics card down once while building and heard a small static shock, still works fine. Just don't build on a carpet with socks on.

 

If you need to use an esd strap I'm pretty sure attaching it to any metal object that connects to ground should be fine.
