I swapped out my motherboard and CPU for an MSI MAG Z390 Tomahawk and a i7 9700k. Those are the only upgrades, but when I try to boot the PC it either goes to BSoD or freezes on prepairing automatic repair. 

Iv'e read I should update the drivers, but I cannot access Windows.

All parts of the system are recognised correctly by the motherboard.

 

I tried making a bootable USB with Windows Media Creation Tool, but when I boot from it I get stuck on a frozen loading screen.

Could be many things...

 

PSU not strong enough

faulty ram

faulty cpu

faulty mobo

faulty drive

overclocking issue

compatibility issues with the ram

Cabeling issue

faulty cables

 

just to name a few...

What was your old motherboard and CPU? Driver conflicts are very common, it's often best to fresh install Windows.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Asus prime b250m (maybe plus, cant check atm) and i5 7400 (again, not 100% sure, but something like that) 

 

If it is driver errors, how would I fix that?

Fresh install or run in safe mode, but running in safe mode does t guarantee you can purge the old drivers

I'd be looking into why your Windows freezes from the USB loader. Use a USB 2 port, USB mouse and keyboard.

 

Failing that, rebuild the USB stick with a new key. 

Rebuilding the USB, is thar just formatting it again and re-running windows media tool?

Machine check exception is unstable hardware, not old windows installs.

MCE BSOD tends to only happen with a critical CPU failure on very light loads.  One way to trigger something like this on a working system is to try to boot at an absurd setting like 5 ghz @ 1.12v.  Usually you would expect clock watchdog timeout or whea uncorrectable, but you won't even get that far.

 

Freezing from a USB install is proof of that.

Is the PSU the problem then? I have'n ttied overclocking and all BIoS settings are on default. The power cord marked eith CPU says something with 12V. Could that be the problem? Dont think I have any other cords, do I just need a new PSU?

Brand new MSI Z390 MB with i5 but same issue when trying to boot, BSOD results.  It doesn't matter if I use bootable USB with Windows Media Creation Tool or Flash drive,  I get stuck on a frozen loading screen.  I am ordering new RAM to see if that makes a difference (currently using 4 x 16 GB Corsair Vengance DDR4 2400).
