Hey, i'm about a wek or two to bild my first pc. I alredy picked a few core parts and deals on them but i have few problems that i can't resolve by my self: 

1. I will put in it a Ryzen 5 2600 i have alredy deal on that but if i wanna upgrade i am pretty sure i will switch it with Ryzen 7 3700 and i am living 2weeks in my dad's house and 2 in mom's and i saw a few videos talking about cpu cooler falling off and a lot of peaple talking about water cooling is better whan you move your pc a lot and i thought that i have a few dollars left so i can buy a water cooler and here is the thing i alredy have a case and i dont know if it fits because i have a mid tower with space for 5 ventilators but i dont know if the radiator will fit please help. 

2. I am going to overclock and somone told me that Msi B450 tomahawk won't be the best choise but i have deal on it for 70$ not for 100 so idk if i have to chose ten B450 Gaming Pro Carbon CA? Or the tomahawk but the Carbon has better heatsing and it has the same power face for core and wifi included i realy need xour help with this!

Depends which coolers.

Typically air coolers drag the motherboard down more and typically have higher potential to then break something, but it depends on size and design

You can get more performance out of an air cooler, but if your machine is going to moved around a lot you might want to get an AIO (all in one). This is due to the increased number of contact points with your system and spread out weight meaning less likely to destroy your PC, but that only mainly comes into effect with like shipping and such. Linus has a video on the subject

For if it fits into your case PCPartpicker is pretty good at figuring that stuff out, and especially for fitting AIOs into cases.
Also AIOs tend to be more costly than air coolers so you also have to tell us how much money you have left over

Yea, i can spend 60$ on AIO and i 100% know the 120/140m will somhow fit but i think the 240m will cool any cpu in the future so im not sure and i am scared of fibding out by my self. And of corse i was talking about AIO because i can't think of costom watercooling

My case Evolvo 4 and it has 5 places to put a fan in but i have alredy installed 4 and im thinking of putting 240m radiator and having the fans cooling the heatsing and radiator but im not sure if it fits.

And im located in Slovakia

Can you measure how much clearance you have behind the front fans and below the top fans? The rad would extend further into the case and you should make sure the psu shroud or motherboard components wouldn't be in the way. The rad is usually ~27mm thick and that's at least how much clearance is needed to mount a 240mm AIO at the top or front. If you want to use the existing case fans for push / pull, it'd be an extra ~52mm.
