could cpu hold gpu back?

Hi Guys,

 

First post here, long time viewer though, here a question about my cpu.

Could it be possible that my i5 6500(z170a pro mb + 2400mhz 16gb mem) cpu is holding back my vega56?

As i see the stats ingame via afterburner i would say no(cpu is never at 100%) but i have the feeling the vega is underachieving.

I play mostly 1440p games, all genres.

If so, would i be beter to upgrade to a i7 7700k or some other high tear 6th or 7th gen(2nd hand is around 250/300€ here), or just go for completly new cpu, mb and memory(i'd go for ryzen 3600 build i think, but i think i just want it and maybe dont really need it).
