High Temperatures on Gigabyte Rtx 2070 SUPER Windforce OC

This weekend i built my new pc with this components:

 

Ryzen 5 3600x cooled by an Dark Rock 4 from be quiet!

Asus strix X470 F Gaming

32 GB 3200 Mhz Memory

Gigabyte Rtx 2070 Super Windforce OC

Samsung 970 evo 1Tb

NZXT H500i with 2 additional be quiet! 1200mm silent wings 3 

Be quiet! straight power 11 550w 

I'm using the latest nvida driver  stand: 27. July 2019 (I also tried an older version)

 

 

Now to my problem:

Today i made some gaming tests for overclocking and so on. And my graphics card got really really loud around 50 dB i would say and the fans had around 2200 - 2500 rpm. The temperatures are also around 80 degrees. So far so good, after that i red some tests of that graphics card because i thought thats a bit to warm. In all of those test the graphics card was getting not warmer than 65 degrees and the fans had an rpm of around 1500. So it was much more silent to. I have to say that it is in my area pretty warm (around 30 degrees) and in my room it is about 25 degrees. What is also weird it doesn't matter how hard i crank the fans the temperature stays at around 80 degrees. This all is out of the box. So now my question is if somebody knows how to fix the high temperatures or that high rpm from the fans.

This is not normal, the temps are to high.

Did you install AfterBurner to check?

I installed Afterburner to check and i also installed hwinfo.

I have new GIGABYTE GeForce RTX 2060 SUPER GAMING OC 8 GB and i have around 80 degrees in games too.

Rtx 2070 super too. 

82°c 75% load and fan speed at 84% .  I think it's because this has a very small heatsink for power. The Witcher 3
