Upload speeds too low. How to diagnose if mobo?

My download speed is on par with everything else. But my upload speed is topping out at 3mb. I'm supposed to be getting 10. Every other device gets 10.

 

I have tested over 5 different devices on wifi. This pc doesn't have wifi.

I tested 1 laptop on ethernet a while ago and it also got 10mb
