Does underclocking GPU help CPU bottleneck

Again, as I stated before you wont be gaining anything noticeable maybe %3-4 (if you go with highest memory that your board can support). IIRC FX series cpus are also quite picky when it comes to high speed memory.

I will state once again, you have to upgrade your cpu or overclock it, those are your only options to have a significant improvement (meaning noticeable).

Hello. I few days ago I posted a question on this forum asking whether or not downgrading to a less powerful GPU help CPU bottleneck, and I had concluded that it actually wont. Now I was wondering if underclocking a GPU will help bottleneck, because it seems logical for me because overclocking the CPU does help. Thanks.

I actually have a CPU bottleneck, not a GPU bottleneck. My CPU is a limiting factor.

The only way of reducing your bottleneck is via improving your CPU performance. (That would be either upgrading it or overclocking it, not downgrading your graphics horsepower)

What about RAM, will a faster RAM help CPU bottleneck or not?

Amount of ram you got will affect your gaming performance yes but then again if you got something like atleast 8GB you wont be getting noticeable performance gains with faster or more ram. As I stated before your options are either upgrading your CPU or overclocking it.

Ok thanks I will first try overclocking my CPU and if it doesnt help I guess i will be saving some money for a new Ryzen rig.
