Help with pc upgrades

I currently have an i7 4770, 16GB DDR3 and a 1060 6gb

I want to be able to stream with a consistent fps above 144 since i have an 144hz monitor which currently, my pc does not do. My CPU is also regularly at 100% and my pc also decides to slow down or do some glitchy things sometimes.

 

I was recommended a ryzen 7 2700 + 16gb ddr4 and i was wondering if this would help me with my issues.

My budget is around 200-300 GBP

I'd up the budget, get a 1600/2600+x370/b450, some ram and a gpu to stream

 

something like a second hand 1070 (ti) maybe?

I have a 1060 6gb right now and i would say that is probably enough. Most people tell me its my older CPU and my slow RAM thats the issue.

if you want to stream, I'd take nvenc over h264/h265 cpu encoding

But would you say that the CPU + Ram upgrade will help me with not losing frames ingame so i can sustain above 144fps

ah, i mean... a 4770 can also oc if you got a z series

 

but i think a ryzen 5 would do
