GPU overheating while not fully used

My AMD Radeon HD 6770 is 89 Celcius (192 Fahrenheit) while being used only 32% (severe cpu bottleneck by amd athlon 64 x2 6000+) the fans are working fine btw

case air flow? is the fan on the GPU still working?

if everything is fine, then u might need to re-paste it
