Power supply goes on and off all the time and no boot

Btw, the psu worked fine in another rig, and this rig worked fine with another psu, I've swapped them out and reseated cables and everything And this is the first time I used the psu in this rig -
My power supply does this weird thing when you power on the computer and sometimes it works just fine, it's about 50/50 Specs: CPU: core i3-4130 GPU: AMD radeon hd 5770 Ram: 8gb ddr3 @ 1333mhz PSU: Cooler master silent pro 700watt Mobo: Gigabyte H81m-s2pv 20200710_113921_001.mp4

My toshiba satellite laptop works for about 3 minutes after booting, then shows these kind of colors and completely freezes (these 2 pixel clusters are permanently dead) it has pentium T3200 @ 2ghz, 4gb ddr2 memory and amd radeon mobility 3470hd This laptop works only plugged in, faulty battery, i booted with and without it inserted and same result, is this a faulty gpu or is it display related?

My AMD Radeon HD 6770 is 89 Celcius (192 Fahrenheit) while being used only 32% (severe cpu bottleneck by amd athlon 64 x2 6000+) the fans are working fine btw

My Toshiba Satellite A300 laptop has a bunch of dead/stuck pixels all clustered (about 60-80) How do i solve this? The rubbing thing did not help is it maybe the gpu? (Radeon hd 3470M) i saw weird lines in a crash before, the pixels all appeared yesterday and today and it's getting worse over time, I don't know what to do

And oh yeah, i tried re installing fortnite and re installing graphics drivers -
Specs: amd athlon 64 x2 6000+ @ 3.20 GHz Amd radeon hd 6770 5 gb ddr2 @ 400 MHz I have had this problem since i switched my geforce 9600 GT for the radeon hd 6770, the cpu wasn't overclocked yet, so that can't be the issue, did anyone else get this problem? Here is a pic i made
