I just recently bought an rx 5700 xt and I feel it is being majorly bottlenecks by my ryzen 5 2600 since in fortnite I get the same frames I got on my rx 580 even though the rx 5700 xt should be 20 times better can anyone help me with this

What settings are you using for Fortnite?

The RX 5700 XT isn't 20x better than the RX 580. Also, frame rate often times does not scale linearly with GPU speed.

Do you have any static OC on the CPU? Default settings and stock cooler? How about RAM speed? If everything is on default that might cause you some issues, not supposed to but who knowns.

Main System: Ryzen 2700, Asus Crosshair VII Hero, EVGA GTX 1080ti SC, 970 EVO Plus NVMe, Crucial Ballistix 3200mhz CL14, CM H500, CM ML240L cpu cooler.

Second System: Ryzen 2400G, Gigabyte B450 DS3H, RX 580 Nitro+, Kingston A400 SSD, Team T-Force 3200mhz CL15

If it ain't overclocked it ain't good...
