Unfixable stutter in every games I play.

Okay, I'll start off by letting you guys know that I have a really, really weird problem happening after upgrading new parts in my PC, I am getting some kind of stutter, not big stutters but enough to make my games unplayable and it's constant, some games makes the stutters less noticeable (rocket league for example) than others but I know that it's still there. I have been struggling with this problem for almost 3 months now and I feel like I've tried everything.. I am sorry if it's a lot of reading :/.

 

I've found a thread from someone from tomshardware telling pretty much the same thing that's happening to me but it seems that nobody has a fix for this.

I've built my one and only computer in late 2015, my specs were :
MSI GTX 970 4GB,
i7 4790k,
DDR3 G Skill 1866 4x4,
Asus Rog Maximus VII Hero,
Windows 10 Home,
Corsair H100i,
Corsair HX Series 850W.

In march this year, I was thinking that it was time for me to upgrade my GPU so I decided to get myself a MSI GTX 1080ti from Ebay, it was a used one but this is not the point, installed it and it ran smoother than ever
on the monitor I bought 2 years ago (Acer Predator 27'' 1440p 144hz G sync), only thing that bugged me is there was a little bit of bottleneck because of my 4790k in some games, which I got tired reeeeeally quick.

In the end of May, I went on Newegg and purchased new parts to pair my GPU, a brand new Mobo, CPU and Rams :
GIGABYTE z390 Aorus Master,
i9 9900k,
Corsair Vengeance RGB Pro 2x16 DDR4 3200 (32GB),
And I also upgraded my Windows Home for Pro since I had a copy here laying on my shelf.

I had to take my computer to a technician to install my parts since I was working my ass off and couldn't do it myself due to time lacking, after a few days he called me back and told me he was done with my PC so I brought it back home and installed a few games off steam and it was not smooth anymore, I could really see the difference from before, stutter all around.. I made sure G sync + V sync and 144hz was enabled which it was, at first I restarted my PC and tried again but nope, didn't do much.

Here's what I tried so far,

Re-seating RAM and GPU,
Installed my GTX 970 back in,
Re-installed Windows multiple time,
Uninstalling Drivers using DDU and re-installing them (multiple time),
Installing Mobo drivers,
Flashing my mobo from F7 to F8,
Installed games in different HDD,
Tried PC on TV using HDMI,

Bought a new PSU (Corsair 1000W)

Even bought a new case (in case it was a broken wire)

Went back to Windows 10 Home

Reset BIOS to normal

Bought another DP cable

Disabled Game mode/ Game bar

 

So I decided to bring back my PC to the technician and told him that there must be something wrong with one of the parts that he installed, I told him to put back my old Mobo, CPU and RAM back in so I could really see if there's a problem. Went back home and tested it no luck.. even with my old parts there's still stutter which is really weird because it was the same exact build that it used to be before I decided to upgrade, I don't know what could've happened between the time that he placed the new stuff in, that my pc behave like this..

 

In every games I play, could be a pixelated game that takes a minute.. it will stutter on it anyway, my rig is not even trying, I've played risk of rain 2 and my gpu usage is 55-60% and cpu is 25-30%... and temps on gpu is 60-70C and cpu is 55C..

Try disable Superfetch service or as of Windows 10 1903 called Sysmain. Reboot your system and try games see if it fixes it.

Also with Windows 10 pro ensure your not being given patches early. Microsoft seems to screw over pro users with this and not home users. This can cause huge problems. Found this when I had 3 pc's on pro and 2 on home. 3 on pro stuttered like crazy and where in general just very unstable.

If you clicked the check for updates button once with pro they automatically added you to beta patches and gave you unstable patches. I'm not sure if this is fixed in 10 1903 build though or not as I haven't checked on it in months.

Interesting ! I'll check that out once I get back home and will let you know if that works, tyvm for the answer !

 

edit : disabled sysmain and the problem remains the same.

I have installed the new SSD, fresh install of windows 10 pro, installed all the drivers and I can confirm this doesn't work, still has the same problem...

Try to not keep V-Sync on. That will limit your FPS and your moniters refresh rate.

V sync on or off doesn't really make any difference, thanks for the reply though !

Try this:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\PrefetchParameters
EnablePrefetcher set from 3 to 0

Reboot required again.

Also Turn off pagefiling completely.

Also maybe disable write caching on the drive you are storing your games if this is enabled?

Could the other person be putting your ram in a configuration that is causing it to run single channel? The ram is dual channel so putting it in the wrong slots could cause it to run single channel which might cause stutter.

Can't be, he installed my old mobo,ram and cpu back in and it does the same !

Its possible hes doing the same when he puts your old stuff back in. If both sticks are right beside each other without a gap this is most likely affecting it.

Did you try latencymon I linked?

Another few options I've ran in the past

Run cmd as admin and enter these commands:

bcdedit /set disabledynamictick yes

bcdedit /set useplatformclock true

bcdedit /set tscsyncpolicy Enhanced

 

Also disable the service:

Diagnostic Policy service

 

Reboot and see if it helps.

Also check if the patch KB4489899 installed. This is known to cause issues.
