100% CPU usage

I have an i5-7400 and an RX570, 8GB RAM. All games I play get poor fps and the GPU is only at 50% usage while the CPU is locked at 100%. Since when is a 7th gen i5 not enough to play games?

Specify the games you play. Settings + resolution you play in.

What kind of fps are you getting in bf5? I have the same cpu and a gtx 1060 6 gb, so pretty similar setup, don't play often on that machine, but when I played bf5 on it the cpu on mixed high and med settings on 1080p  cpu went near 100%, but I got near 60 fps iirc, without stutters, the game was very playable.

bf5 at 1080p medium to low is 30-40 fps, cpu 100% gpu 50%

That's odd, the game installed in old hdd maybe? These days 4 core cpu for gaming is not ideal, 6 cores are kinda a must imo.

Everything is on a brand new ssd, I have been building PCs for many years but I have never seen low end cards like an RX 570 max out an i5.

That's very odd,is this a new development? By that I mean when is started to max out your cpu? After some Windows update maybe? How's the temp of the cpu,maybe it's overheating?

It happened since I launched the game for the first time. All temps are good, CPU running max boost on all 4 cores. I was thinking I need more ram but only 6.5-7gb is in use most of the time.
