Most likely either the HDD or the single channel ram IMO. Also the ram speed might be an issue.

I do not have any personal experience with 3000 series so what I might say may or may not work at all.

 

Does it only stutter during you playing games or also when you play a video file?

When you play a game and it stutters, does the FPS counter also go up and down or remain constant?

Does it always stutter or only with certain games?

Are we talking about micro stutters or FPS drops?

 

Is you power config set on high performance on OS level?

( in win 10 search for power then select ' choose power plan '  and select ' high performance'. )

 

Are you running the latest drivers and firmware?

 

Did you only upgrade your cpu or mainboard also ?

Did you reinstall the OS when upgrading or swapped parts only?

What were you running before and was this stable?

 

I do not know enough about AMD mainboards, might be a c-state setting that could also solve it but honestly wait for someone with knowledge on that front.
