CPU won't turbo boost

My i7 6700k won't go past 3.99 ghz while being benched or when running a cpu burner. I recently upgraded from an i5 6400 and I am happy so far with the performance boost, but I noticed that the cpu would cap at 3.99 ghz during cinebench.

I am using a 550w psu so power is no issue, I've checked power management, I've checked the bios, but nothing is working. My mobo is a krait gaming b250.

it's normal for the frequency to bit a tad lower, BCLK generator isn't that accurate and tends to go a bit lower rather than higher to guarantee stability.

 

the 4.2GHz boost is only hit when only one core has work anyway
