Frame drops

I get random frames drops on my PC and it's really a killer is certain games. I ran afterburner with OSD to see if I was getting any throttling issues but I found out that everything is below 50 percent usage how do I fix this?

Msi gtx 1660 ti

Intel i5-4460 CPU @3.20GHz

16 GB ram ddr3

 

I notice bad frame drops in games like minecraft, escape from tarkov, subnautica, and others.

Also noticed that in some games when I change the graphics settings I dosent change my fps

Is your cpu usage and gpu dropping? If yes then thats the same problem as me, I'll follow that thread

Idk man like my shit just dosent work. I'm probably gonna just build a new computer with a ryzen 7 and all new stuff. Cause my computer now was an office computer that I added a graphics card to.
