Pcie 4.0 bandwidth with pcie 3.0 cards

Seeing that pcie 4.0 slots are backwards compatible with pcie 3.0, does that mean that when using pcie 3.0 cards in say an x570 based board for the new ryzen chips, the 16 pcie lanes at pcie 4 is the same as having 32 lanes at pcie 3.0?
