Hey I'm new to pc gaming and looking into water cooling loops I wanted to know if all psb are universal 

I.e does a asus 2080 dual water block fit on a asus 2060 dual gpu

Nope! There are instances, where it does fit, but this is very unusual. Always check the compatibility list from the manufacture of the block. Also don't be afraid to just ask them, wehen you're not sure
