If you're referring to the material you use between the cpu and cooler, that's thermal paste. You need it for the cooler to perform well. If you're not using any, that could explain your high temps.

The stock intel cooler is fine as long as it's properly mounted and the thermal paste is well applied. Are you currently using any thermal paste? If you're reinstalling the cooler, you'll likely need to reapply new paste.
