it's really annoying, when i brows a dark website like 9gag and then swith to a bright one like facebook. i can feel the brightness increasing. i would rather adjust the brightness manually.

i've tried turning it off in the power options, on the intel graphic settings and even running registry editor and changing something there based on the video i watched on youtube.

am i missing something? i have a laptop btw

It does if a light sensor is present, such as on laptops or tablets.

In W10 the setting is under System, Display, right at the top.

If brightness is still changing then talk to whoever made your device.

No. That is Ambient light sensor. That is based on the brightness in the location you are.

He says that things goes dark when his content on the screen is dark.

And then goes bright, then he put a bright window.

You have the identical effect if you enable Dynamic Contrast Ratio on your PC computer monitor (if it has it) or you TV
