7970 Question

Is this PCB actually blue like it is in the picture?

This is strange. Most of the reference design PCB's of the 7970 are black, or a dark dark chocolate brown. 

This HIS however might be blue.

I believe Newegg takes new pictures for each new product and they don't reuse them between similar products. This means that yes, the PCB on this card is probably blue. There might be a mistake, but it most likely has a blue PCB.

Yes, the HIS 7970 is one of the rare reference cards with a blue PCB.
