First thing I'd do is empty out your recycle bin.  Weird I know, but I've seen that cause performance problems in the past.  I suspect it's related to disk fragmentation.

Next, run chkdsk on your OS drive.

After than, open command prompt in administrator mode, and enter this command

sfc /scannow

sfc is the System File Checker utilty.  This can find and fix some forms of corruptions in windows.

Luck

sounds like a small system hang.

does the keyboard freeze too when the mouse does?

does the pc play that "disconnected" sound, like when a peripheral is unplugged?

check your task manager for any programs taking up a huge load on your cpu and/or gpu.

lastly you could do a clean boot and see how things go.

if all seems well in a clean boot, its probably a software or any service the software installed thats causing the probem

Its only the mouse that freezes. In task manager cpu usage is 100% by system interrupts

I had that problem earlier today, tried all kinFds of fixes, only one fix required and this will probably fix your problem. Microsoft will tell you that it has the latest driver for your mouse. Microsoft does not always tell the truth, or it has the driver and installed it improperly. In any event, do not trust that you have the newest driver installed, also know that the maker of the mouse knows how to install the driver and it has a special app for that. Therefore,  YOU go to the website of the maker of your mouse, search the downloads section for the driver for your particular model of mouse, download the install program for the driver, run the install program and when it is finished, your mouse will work - save the install program several places as you may need to repeat the process in the future and this will save you time.
