HP Laptop Won't Boot Windows But Boots Linux?

I was given a HP Pavilion to look at for someone I know. When it's turned on, it goes to a recovery screen with a winload.efi error and something about removable storage devices failing with an I/O error. Even if I change the HDD then try install Windows from a USB stick, it just gives the exact same screen before the installation can even begin. I tried to create a Linux Live USB and booted it, Linux seems to work perfect with no issues for some reason. I also tried unplugging the keyboard, touchpad and anything else that I could, but Windows still just gives the same error every time. Has anyone ever encountered anything like this before?

latest windows doesnt like any usb mass storage device attached check to see if u can change the mount to a diferent format is all i can think of

@Sauron I wouldn't mind too much but I'm not sure if he'd know how to use Linux properly. ?

The laptop does have a DVD drive but it's getting the error from the current Windows installation even with no USB devices attached. I could still try since it's just one blank DVD.

Maybe one of the ports is dirty or defective and falsely reports a connected peripheral

I'll try cleaning the 3 USB ports and see but if all fails I guess he'll need a new motherboard. I'm not sure if he'd just use Linux if it comes to it, I wouldn't be surprised if he accidentally ran sudo rm -rf /* lol.

Just to let others know, the issue was TPM. I set TPM Status to Hidden in the BIOS and the computer came straight on without the need to even reinstall Windows.
