System Thread Exception not Handled

But basically, I am getting a system thread exception not handled BSOD after OCing the iGPU, I formatted C drive and then reinstalled windows and still am getting the same error. What do I do?

After running dism /online /cleanup-image /restorehealth it gives me error 87 (When running in safe mode it is fine)

When running sfc/ scannow it says there are messed up files but they should be fixed next reboot (They never are, no matter how many times I run it)

 

Things tried: 

Reinstall BIOS

Clear CMOS

Get rid of D hard drives

Reinstall windows

Update: now the PC boots into windows but after about 5 minutes it has a netwtw12.sys error where it BSODs and then goes back to system thread exception not handled, I reinstalled the driver but still is having issues.
