Video of the stuttering with task manager open:

https://imgur.com/a/stuttering-issues-kVG8qVE

(the same issue happens in full screen and borderless. I only have it in windowed mode to show the task manager)

I've been having a very annoying issue where certain games, a majority of them, are having extreme stuttering issues while playing. Example games are Lords of the Fallen and Enshrouded. While running these games, my GPU sits at 100% utilization and my CPU is nowhere near 100%. vram doesn't seem to be an issue according to task manager. PC has been taken apart and cleaned very recently, temps are in normal ranges, and I have tried a few google solutions that have not worked (such as reinstalling my graphics drive).
PC Specs:
https://pcpartpicker.com/list/qWRHmD

Cinebench benchmarks seemed fairly normal except for GPU. I believe the GPU benchmark was around 11000

Let me know if any other information is needed.

What level detail are you running? Saw that it's running 1080p, but notuch more than that.

My guess would be that you are running into possible CPU limitations with frame pacing based on that hitching, a 9900K is about the same performance as a 12400, which for a 3080 at 1080p is running into CPU "bottleneck" (I hate how misused the term bottleneck is), would recommend upping resolution to see how that changes performance. GPU and CPU usage should be about the same usage level ideally (I know it doesn't always match), would also suggest a driver clean reinstall as well (can use DDU or the "clean install" from Nvidia, should work just as well in this case)

Are you having this exact issue in every game? Are there games that run perfectly fine? If you have this same issue with a lot of games, I suggest first doing a scan with Malewarebytes, then using DDU in Windows safe mode to properly wipe your GPU driver, then going back to windows and reinstalling the latest driver (not in safe mode)

Beyond that, really hard to say, but from what you've written and your PC parts list( pro-tip, don't pay +100 bucks to Microsoft for a Windows license), I have a feeling you have an OS/software issue. You have likely never reinstalled your OS after the first installation, You might be having any number of issues, from bloatware utility software to malware or driver issues. I don't think anyone can help you much without looking at your PC in person.

I would suggest nuking your OS drive ( that means a full format), disconnecting all other drives, reinstalling your OS and drivers only( no utility software), don't sync in any browser data from chrome or any such other software. And just install the game and do your test. You can also use RTSS to cap your frame rate to 1-3 frames under your monitor's referesh-rate.

Sorry for taking so long to reply, but I didn't get an email letting me know that anyone replied!

I have been working on this problem with members of another forum group and have not had any luck getting it fixed yet. It would take a while for me to list everything that we went over in the other forum, so I will link the forum post here. I have tried very many solutions, but I haven't seen any difference.

At the beginning of the video I am running it at the lowest settings. I then crank the settings up to the maximum to show that the performance is nearly identical regardless of the graphics settings. It also looks like my cpu is not running even close to capacity, so I don't see how that could be the issue. I also did a clean driver install using DDU before I made this video and post, which unfortunately did not made a difference.

I am only having this issue with a handful of games. Lords of the Fallen is by far the worst. Enshrouded is also bad, but playable at the lowest settings. I was recently playing the SMITE 2 alpha and it was choppy at best on low settings. I can play World of Warcraft with little to no issues on medium/high settings unless I am in a highly populated zone. I believe I have Elden Ring at medium graphics and it runs fine for the most part. I have a different issue with that game where I get a 1 second freeze about once or twice per hour. Most other games I run at max graphics or close to max with no issues.

What would be the implications of nuking my C: drive? I assume I would lose a bunch of data when doing that. Not saying that I'm not willing. I also tried disconnecting everything but the C: drive, installing the game on the C: drive, and running the game with only that one plugged in. I had the same stuttering.

Any help would be greatly appreciated, thanks!

Before going the nuclear option, I'd suggest a game re-install, make sure you're on an up to date BIOS, and if that fails, a fresh install of windows (you can do that without losing data)

I have reinstalled the game and updated my BIOS to the most recent version. How would I go about a fresh install of windows 11?
