your motherboard has far more than adequate cooling as far as the bridges go and as long as all your fans are working they won't get hot enough to slow it down. I also need to add that as far as hardware goes the cpu isnt quite new either. it was developed in '14. does the screen flash any colors? or does it just give really bad fps? 

You might also try running everything in fullscreen ( or windowed borderless if youre in fullscreen ) that used to give me strange drops in FPS with my old set up. 

I was also thinking, you're on a 140hz panel.. why don't you try checking your refresh rate and placing it at 60hz. do you know how to change it? in advanced display properties. 

I should mention to save you some typing I'm also a qualified tech so have tried all basic troubleshooting. I have benchmarked the system which should have identified any throttling issues if any. All the parts are mine and have been in my workshop since new.

okay. Well, I'm just here as a second mind to try and help. you shouldnt use a 1200w in that system regardless. However as long as it isn't used, it should be fine. I would recommend borrowing someone elses gpu ( if possible ) and see if that fixes your issue. all things in my mind point to gpu.

Don't get me wrong man I greatly appreciate your help, it was more so you didn't have to spell out checking and changing a refresh rate etc

I just ran home and tried another 980TI with the same results.. so back to the drawing board

Also worth mentioning there is absolutely nothing wrong with 1200w psu in this system. It was there from the previous build
