Its not my system, I upgraded from an i5 2500 to an i7 2600 to reduce CPU bottleneck which worked for me in many games. I even added 8gb of extra RAM so its a total of 16GB. It didnt stutter like this before i upgraded the CPU and the RAM. My friend suggested that my system was too bloated since the frametimes were fine.

 

Spec:

i7 2600 (non k) 3.40ghz HT enabled

Gigabyte RX 570 4GB OC at 1400mhz and 2000 mem clock

16GB DDR3 1333mhz (<-- thats not the issue since it was fine with 8GB 1333mhz)

Corsair VS550 Silver

Game is and has always been installed on a WD Blue 7.2k 1TB

Windows 10 1803 on a 120GB SSD

It's very possible CPU wise the game is struggling. It could be stuff you have running the back ground as well causing a stutter.

I dont see how it can be, when i had the i5 it didnt stutter like that, it did bottleneck but it didnt stutter. This i7 isnt even bottlenecking it only goes to a max of 96% and averages at 88%.
