2013 15" Macbook stuck at 3.1 GHz all core Turbo Boost

If this is in the wrong sub-forum I apologize.

 

I have done tons of digging and modifying as best I can and I can't seem to figure out what is going on.  I have a Late 2013 15" Macbook Pro Retina that I can get to Turbo Boost up to 3.1 GHz all cores.  Can hit 3.5 rarely on 1 core and 3.4 GHz on 2 cores like Intel says I am supposed to be able to.  Intel specs say it should be 3.3 GHz for 3 and 4 cores.

I know that I was originally thermally throttled to 2.5 GHz.  Due to this I replaced the paste with kryonaught that got it up to 2.8 GHz.  I then downloaded and got working Volta to undervolt 0.105 V.  This allows me to be completely stable at 3.1 GHz at just over 90C.  No thermal throttling or power limit throttling from what I can tell from Intel Power Gadget.

 

Even single core runs on Cinebench drop to 3.1 GHz rather quickly.  Temps are great in the upper 60C for that run that takes forever.

 

I have gotten my score in Cinebench R20 from 1340 to an average 1507. 

I am working on getting all of this information compared to Boot Camp as well but it takes time to do several runs on a 4 core cpu in R20.  Does anyone else have any experience on what might be going on with not hitting intel specs on a Macbook Pro when it isn't thermally throttled.

 

As a heads up, I work on computers and Macbooks for a living but this is the first time I have dug into solving the thermal throttling and getting more performance out of my personal Macbook Pro.

Binning for lower speeds and thus lower heat. (Just a guess, but it holds together).

Screwdriver specs: Long, pointy. Turns things. Some kind of metal.
