Just change your download region to West Africa it will help a lot but not fully. Also while a game is downloading, close the steam window and don't bother opening it. It helps in my case.

well not only with steam having this prob with any download like IDM or torrent or epic game store

In steam, settings limit your Download/Upload speeds to what your provider gives you. Works for me
