well, you could do this and just reuse your case, psu and ram. It’s not super insane, but should be a bit better than what you have while also having a decent upgrade path too, so if you’ve got money down the line and want to upgrade again, you could.

will you ever be able to obtain more money in the future? because currently getting more money and then using it to get a better solution since you should be able to re use your ram, power supply case. The problem is that you have 2 components that are kinda balanced and they are very cheap. Cheap enough that upgrading one part or the other wont make to much of a difference. If you upgrade your GPU it might  be better at higher resolutions but then you will still have bad fps in actual fights or game play. If you upgrade your CPU you will get better more stable fps but only enough to the bottleneck your gpu and you will remain at lower resolutions. @star_pilot475 response is probably the best option. If you can get more money later on it would probably benefit you to upgrade your gpu first and rx 580 is a good pick. I also recommend this
