I was searching through ebay looking for used 290's and came across a couple listings for contract mining. While I wouldn't normally stop to check it out, nobody else had bid on it, so it was at $0.99. At that price if nobody else bid on it and it went through, do you think it would be worth it, besides it maybe being a scam. I know that in 24 hours I could make about $12 on ltc.

In general no, it's not worth it.

Look at it from the business standpoint... If someone is mining on your hardware and making a profit... that's loss of profit compared to mining on your own hardware. There is no labour involved with turning on the miner, a mining contract makes no sense.

You keep using that word. I do not think it means what you think it means.
Users cannot, and will not securely manage key material. Most users can't and the ones that can, wont.

Ask me about Bitcoin, Litecoin, Crypto-Currencies, and/or Mining them.

It seemed kinda sketchy since he could probably make more just by mining. On the note of buying a good gpu, I already have a couple 7950's and a 280x, but would getting a used 290 with the blower style cooler be worth it, or just wait for the aftermarket coolers to get lower in price? If not a 290 would it make sense to get 2 more 280's so i'd have 3 of the same?

That makes sense, so I'm not sure if people normally end up paying more than the profit for the service.

I would go with whatever costs less and has more kh/s. I think 2 280s would cost more than getting 1 290, and just make sure you have enough pcie slots for adding more gpus. However if you decide to stop mining and get into gaming or video editing then 3 way crossfire 280s would be pretty nice to have.
