After upgrading pc, I noticed my frames were relatively low in games I used to get high framerates in with old setup.

I decided to setup MSI Afterburner to check what my temps and what not were looking like.

My temps were more than fine across the board but I noticed my GPU usage hovering from 25-50% in the games I test, my CPU was extremely low as well 30%ish which was normal in my older build but still might be an issue.

Once I discovered this I lowered the settings in GTA V and I got a tiny boost in frames with way lower usage in my GPU.

I've tried a lot at this point and am at a roadblock currently.

 

Things I've tried:

1.) Using DDU several times.

2.) Changing every power setting I know of to maximum performance.

3.) Turning off some A-XMP setting I had turned on which I noticed made my clock and memory clock speeds constant but didn't really do anything besides that.

4.) Trying to change in game settings in hopes maybe that was the limiting factor.

 

Notes:

1.) After doing DDU I did notice an increase in frames but still low usage (Trying to get that nice 144fps)

2.) On userbenchmark it says my pc is performing way below expectations (27th percentile I believe).

3.) It might be a lack of wattage issue but my older gpu used way more power than my newer one and I should be fine.

4x4GB 2400mhz Ram

Inland M.2 1TB

Gigabyte GTX 1660TI (Stock)

Corsair 450M

Vivo V06

 

Any help is greatly appreciated, sorry if this question gets asked a lot, but the threads I saw didn't help any.
