Can one motherboard be bound to multiple OEM windows licenses?  I have an OEM version of win 7 pro and am about to install win 10 pro oem.  Will i run into any problems?

That would be fine.
The issue is mainly when you make a hardware change (new motherboard) and Windows deactivates. Having multiple OS installed on the same hardware (motherboard) is not an issue.

Thank you, I only ask because they are both OEM and things can get strange with them.

Someone ran into a problem with the key they were using not meant for upgrading an existing install.  Are you going to do a fresh install of Windows 10?  Because you may have to.
