Having some strange issues here.

I've got a water block installed on my 1080 TI, seems to be installed fine, temps are around 20c idle and 36ish while testing. The issue is i'm seeing strange artifacts when the card is running at stock clocks or underclocked, nothing massive just some random purple pixle flickers. The issue vanishes when i dial in a slightly higher OC than the default at around 1660 mhz to even around 1900mhz.

Temps while running at those clocks seems fine, 36c according to msi after burner and gpuz but the PCB itself is gets rather hot.

Should i be concerned? is it worth RMAing the card back to gigabyte?

I assume you mean Gigabyte rather than MSI :P

What waterblock is installed in your GPU? You say the pcb gets hot, maybe certain vram’s or other parts aren’t being cooled correctly.
