I don't play cities skylines but from what I've found, if you're modding you would want more RAM. If you want big populations you would need a better CPU. You seem to have a good GPU, but if you want better graphics then you would need a better GPU.

No, if you have money the graphics card (if not the PSU or SSD) will go first

Yes this is the dilemma I'm having, my cites can run fine up until about 170,000 but the loading times and lag at that point is immense and with a mod you can see how much ram you are using and its about 13gb, I am definitely thinking of upgrading my ram to be 32gb to give me more breathing room and be able to do other things in the background without killing my pc.
