i9 undervolt question

Hello, i'm on stock settings on i9 9900k, msi z370 gaming pro carbon mobo. i wanna just undervolt it for better temperatures, so if i undervolt with Turbo boost turned on, will it be a harmful? since turbo also boost voltages...

Also is Intel XTU any better option for undervolt then bios?
