I currently have a vega 56 with a core i5 8400 and 16gb of 2100mhz ram. I play games like battlefield 5, overwatch, fh4, and metro exodus. Forza horizon 4 and overwatch run perfectly fine. Battlefield 5 only runs with fps capped at 60fps  because of my 60hz monitor. Metro exodus is unplayable. With vsync there is input lag and with none there is stuttering. I realize that my gpu is pretty modern but I also feel like it might be dying as I bought it used. It sounds like a hair dryer and it will make my screen go black every so often. My question is what would I see the greatest performance increase in upgrading my gpu, cpu, or monitor to 144hz?

Monitor, in my opinion. The 8400 is still pretty powerful, so that's fine. Definitely get a better monitor. And as for your gpu, I would keep it until your upgrades are made, and see if it's still bad. You could try lowering the voltage on your gpu and the temp to see if the noise will go down as well. If all else fails, go up one step to either the gtx 1080 or vega 64.

tweak settings. turn down tessalation and remove hairworks. 

 

hairworks is a bad implementation of hair that tanks performance on AMD cards, and Nvidia gets hit to a lesser degree

It runs around 70 to 80 so yeah it's pretty hot the guy who had it before me upgraded the bios to a vega 64 on it ap that may have something to do about it.
