Fellas, I was planning on building a PC, but might just go with a prebuilt because of the plug and play to it, or is it a much better Idea to build it myself? When looking at pre-builds you will not get specs anywhere near the parts-builds you see here.  If you are willing to build it yourself the big reward is in the value and horsepower you get for your buck.

It depends on your budget and what you plan to do. For example, f you are on a tight budget you could get yourself a Dell Optiplex add a GPU upgrade your power supply to support it then boom you have your tight budget pc. If you are not on such a tight budget and you know what parts to use go to www.pcpartpicker.com and use the system builder tool to build your own based on what you would like or look at pre-built computers.

Is the 2080 a good pair with the 2600? Wouldn't the 2080 be bottlenecked?

the 2600 won't bottleneck the 2080.

It won't bottleneck it per se, but the Intel equivalent chip will outperform it by a little on average, and in some games by a wide margin. See here for details:

That said, here's a build using the 9400F. Ideally, I'd like to get you onto a 9600K instead, because the numbers are even better when it's OCed to 5.0GHz, but the 9400F should suffice with an RTX 2080:
