im playing asphalt 9 on win 10 home

my CPU goes to 100c when the CPU is being used at 30 percent 

my CPU is called  Intel(R) Core(TM) i5-6500 CPU @ 3.20GHz

    Base speed is:    3.20 GHz

the GPU is fine its usage is also 30 percent my GPU is called NVIDIA GeForce GTX 970

my memory is 8 GB

is there a fix

Definitely a problem with some part of your cooling set up. I had a similar issue myself, but I fixed that pretty quickly. (same CPU and GPU as well)

What I would do, is check that your CPU heat sink is attached correctly and has firm contact with the CPU, and make sure there is enough thermal paste, but not too much. A small blob no bigger than 5x5mm should be applied.

Also, a common thing people sometimes miss when installing CPU heat sinks is that some models may need you to attach a mounting bracket first to ensure proper contact with the CPU.

What happened to me is I installed my CPU heat sink (deep cool something, cant remember), and after I had attached it and got my computer started, it had come loose due to me not fully pushing pins through to the other side of the motherboard to hold it in place. As soon as I noticed the issue I turned it back off and re applied thermal paste, and made sure it was securely attached this time round, and now it hasn't hit temps above 50C even in long hardware intensive gaming sessions. 

Something else to check, would be to check if your CPU cooling fan is plugged into its power pins and working, as well as your other exhaust and intake fans on your system, and make sure they are taking in or expelling air in the right direction. 

I doubt your cooling is as bad as my situation was, as mine had completely dis-attached from my CPU, but as I mentioned, best options are to check and reapply thermal paste, make sure it is secured correctly and the fans are functioning as intended.
