CPU Debug Light

Hello all,

 

So my EZ Debug light CPU is on and my pc is not booting. I have done alot of googleing and I've tried all the suggested answers. When I turn it on, it turns on then immateriality turns off, then 5 seconds later it turns on (I've been told this might be my bios resetting?). PC fans and lights turn on but USB is getting no power, nor is there video output. Is it possible that my CPU is dead? I tested it in another system I have and now that system shows the VGA debug light and same issues (Even with the original cpu in).
