Weird squeaking noise

I need help on this issue, when I turn on my my computer (since I click the power button).. weird squeaking noise comes out!

I tried stopping all the fans and tried them on different speeds, still the same it's not a fan issue.

the noise stays as long as the cpu is IDLE, when there's load on the cpu, when I stress test it or when I open the game the noise is gone!!

what is causing this? (Global c-state is turned off in bios !).

I tried booting up the pc without connecting the 8 pin cpu cable, the noise disappeared also, it's really annoying and I googled a lot with no results..
