For outside of home:

Use speedtest to determine your current upload speed.

Get a movie file and find the total bitrate of that movie (combined bitrate of audio and video in kbps)

If your upload speed is greater than that, (and download speed of outside device) then you can play movies on the go.

 

If not, then you may only be able to listen to music and look at pictures.

So i was planning to share my library (audio, video, photo) on the network and i found this plex service which would do the job, but i'm not sure if my upload speed is capable of stream without problem even outside my home. So my question is: is there any free service like plex to test my stream capability?

Speeds aren't determined by your upload speed, if it's inside your network it doesn't matter. Only of you have a very, very, very, very, very crappy router.

If it's inside your own network ethernet/wifi there won't be any speed issues (the hard drives would be the bottle neck)

If you want't to stream the content to other device outside your network (let's say a phone connected to 4G) your internet speeds will impact performance (upload speed)
