Doesn't matter if it's "weaker" (whatever that means in context of a GPU).

AMD consistently gets better minimum FPS than Nvidia in equal tiered GPUs, so the 290X makes a lot more sense for most people who game at 1080p. 

Because getting over 60FPS is pointless on a 60Hz monitor. 

I just find the phrase "destroys" dumb. In any context for any GPU, when the difference is so minimal. Destroys is a term I would reserve for a 25%+ difference. Or if one does what the other does but better and at a lower price (290X vs Titan for example).

What is the absolute most beastly graphics card under $700. It also need to be comparable with http://www.nzxt.com/product/detail/138-kraken-g10-gpu-bracket.html Thanks! ;)

780ti is strongest 1 core card right now. It's also cooler than r9 290x. So if you want best, you should get it or wait what Maxwell brings.

So should I get 290x or gtx 780 ti?

There are alot of factors to consider. The 290x runs loud and hot, if not watercooled, and still performs worse than the 780ti. Though with the upcoming mantle update, you never know, I'd wait, I am waiting. It might not make a huge difference though, and I personally think that if they were at the same performance level after the mantle update, I'd go for the 780ti. Much quieter, much cooler, and lasts longer due to it's lower heat.

What's the Volta gpu?

Its a gpu with stacked DRAM which has a 1tb/s bandwidth but it seems that it is going to be released in 2016.

If your bitcoin mining and using open cl or open gl, go for the 290x with a nzxt g10. If your just gaming and need CUDA, 780ti is your best bet. I have the r9 290 and it runs hot and I heard the 290x runs hot as well, that's why I recommend the nzxt g10 with a h60 radiator.
