Display prob maybe

when i start my pc it start with a low-resolution 1024x760 instead of 1366x768 and then i restart it doesn't fix its same i had to change it manually from display settings 

I'm using HDMI to VGA adaptor my monitor compaq r191b more than 5 year old my GPU rx580

another thing sometimes when playing games or just browsing my monitor flicker game and stuff run normal just monitor goes black then come back i changed VGA cable still same btw my UPS battery is old is it can be the problem

Honestly 1080p 60hz monitors are so cheap these days, I would just recommend getting a new one of them with native HDMI so you're not using a crusty old low res monitor with a vga adapter.

Get a viewsonic or asus and call it good

well geting new monitor is no option rn unless it 10$  so u guys think its monitor problem

It's more of an adapter problem. The information the monitor would normally send back about its supported resolutions isn't making back past the adapter. Windows is starting with the closest default resolution it can find, probably.
