I currently use a HP notebook, whenever i open intel graphics control panel only the following loading screen appears after this loading screen nothings pop-ups. Even tried reinstalling windows but no change.
I downloaded the drivers though windows update both the times.
Processor- i5 8250U , UHD graphics 620.

Try going to Intels website and download the latest drivers. 

Also, what do you want to do in the control panel?

You should be able to do that in the Windows 10 "Settings" as well, but do try and update the drivers for the Intel HD Graphics. You can try uninstalling them and reinstalling them as well. Have you restarted the laptop itself at all?
